libxl: move hvm_build_set_params to libxl_dom.c [part 2]

It is an internal function with only one caller.

[ This is the 2nd half of bd331cd1e704, which should have deleted
  tools/libxl/xenguest.c, which deletion I accidentally dropped -iwj ]
